Regional Research and Innovation Strategy for Smart Specialisation (S3) of the Brittany Region for 2021–2027
Adopted on December 18, 2020, under the presidency of Loïg Chesnais-Girard, the Regional Research and Innovation Strategy for Smart Specialisation (S3) of the Brittany Region for 2021–2027 serves as a key tool for economic and social transformation, closely linked to the objectives of the Breizh COP project. The document is guided by three fundamental values: resource sobriety (sobriété), proximity and relocation (proximité), and solidarity and social cohesion (solidarité). The region's ambitious strategic goal is to rank among the top third of European innovation leaders and strengthen its position in advanced technological sectors. This systemic approach is implemented through three cross-cutting transformations—digital and industrial, energy and ecological, and social and civic—which support initiatives such as SME digitalization, the circular economy, and dialogue between science and society. Research and economic efforts are primarily focused on five Strategic Innovation Domains (DIS): the maritime economy for blue growth, the sustainable "good food for all" food economy, the secure and responsible digital economy featuring a strong cybersecurity sector, the health and well-being economy, and the industrial economy for smart manufacturing. The implementation of the strategy relies on an efficient governance system comprising the Regional Council, advisory committees, and steering committees, alongside close European cooperation within S3 networks, Horizon Europe, and the I3 initiative. Funding is secured through European funds, including the ERDF/ESF+ 2021–2027 operational program, state-region planning contracts (CPER), and the regional budget.
